This freestanding Outpatient Building (with major expansion capabilities) is located south of the main hospital. The building consists of three floors:

• The Basement Floor houses the building's mechanical, plumbing, electrical and medical air systems, as well as storage areas.
• The First Floor houses the main hospital entrance and registration services, lobby, waiting areas, gift shop, etc.
• The Second Floor houses outpatient surgeries and related service departments.
• There are provisions to possibly add three more floors. A series of tunnels and a bridge connects the new building to the existing hospital.
